English Councils Intend to Dispose of Community Hubs and Sports Centres to Balance Books

According to a recent poll of local authorities, UK councils are preparing to offload community centers, sports centres, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Growing Fiscal Challenges Prompt Asset Sales

The Key Cities Group representing second-tier cities in the UK stated that six out of ten of councils are intending to dispose of properties to cover the escalating costs of adult and children’s social care.

Councils have in the past come under fire for disposing of public land and land to support their budgets, but they argue they must continue to raise vital cash from asset sales or declare themselves bankrupt.

The group said that a significant number of authorities seeking to raise money from a quick sale of assets marked “a clear change from 2024, when the largest share (six in ten) of municipal officials stated they would focus on restructuring services and utilising financial reserves to weather growing financial challenges.”

Specific Examples of Proposed Disposals

One local authority in Kent announced its property management strategy featured the sale of a retail complex in Rainham and a social club in Rochester to raise ÂŁ20m over five years.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for the authority, will also be disposed of under the strategy.

Local Levy Increases and Wider Financial Strains

The survey of local authorities in the coalition, which includes several urban centers, also found that more than 70% of councils will have to raise council taxes next April to address the growing cost of core provisions, higher levels of housing insecurity, and a longstanding accommodation deficit.

The authority said it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but certain measures require time to deliver both improved services and cost efficiency,” stated Vince Maple.

He continued: “There are demographic pressures which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Patterns and Projections

Research of regional authorities this week further found council budgets being stretched by the increasing figures of young people and adults needing special educational assistance.

A network of councils said that local shortfalls will hit ÂŁ4.4bn a year by the end of the decade, as they struggle to cope with rising needs.

Government officials have delayed scheduled changes to the Send system until next year after a white paper setting out those reforms was recently delayed.

Disadvantage and Funding Gaps

Based on the latest deprivation measures (IMD) for English councils, many key cities members were among the most disadvantaged in the country.

  • “Participating urban centers like several major towns place in the top 30 nationally under the latest deprivation indices,” said the report.

“While only a single urban area is among the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of England. The figures underscores the scale of difficulties facing local leaders across major urban centers in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the necessity for a fair and sustainable financial structure that accounts for and addresses the actual extent of disadvantage and demand,” stated Michael Mordey.

“Lacking this, local authorities will persist to face impossible choices around which essential services to allocate spend to, and which to reduce, to the disadvantage of their communities.”

One in five of councils have reduced or weakened social care provision in the last year, the survey revealed.
